About 250 people were evacuated from Bell Falls, Quebec, near the Chute-Bell Dam on the Rouge River on April 25 as a safety measure after the dam reached peak water level, provincial police said. Authorities said levels could increase by 30 percent in the following days and that evacuations were a necessary precaution, however they said they were confident that the dam would hold. “We are confident that the structure is solid,” a spokesperson for Hydro-Quebec told reporters. “But the protocols force us to warn people of the danger.
