Shorten urges the crowd of Labor supporters and staffers to help re-elect Victorian Premier Daniel Andrews. Andrews then addresses the crowd with a speech filled with $1.38 billion in promises - more paramedics, another 1100 nurses, more specialist medical care for regional Victorians and 10 new or upgraded community hospitals.
